This route has been planned for many years. Construction of the Kumanovo - Beljakovce section began in March 2014. Completion was allegedly planned within two years but it has been postponed several times. On 29 May 2020 the contractors terminated the contract, with the work only half complete. On 14 July 2017 the European Union announced it would finance construction of the whole line on the understanding that it would be completed by 2025/2027 but then in October 2021, Ministers from Bulgaria, Albania and North Macedonia signed a memorandum to complete by 2030, but only with significant investment and not explaining its source...
Plans for this cross-border link have existed for many years with the route forming part of the proposed Pan-European Corridor VIII and supported by the EU as part of their Western Balkans infrastructure upgrade plans. The cross-border section would link a newly constructed branch on the North Macedonian side at Deve Bair (see [[North Macedonia - General Information#Recent and future changes|Recent and future changes]]) with the existing Bulgarian station at Gyueshevo and will be mostly in a 2.35km long tunnel. Some tunnelling work was started on the Bulgarian side as long ago as the early 1940s but no work has yet been carried out on the North Macedonian side.  Both Governments have committed to completing the whole of Corridor VIII by 2030.
